David J. Gibson, MD
David J. Gibson, MD, is the Founder and CEO of the Fraud Prevention Institute. Dr. Gibson is a Rheumatologist with over twenty years of experience and holds academic appointments in Internal Medicine, Rheumatology and Immunology at five separate medical schools. He serves on multiple committees within the California Medical Association. He has been the president of four health insurance companies and served as the CEO for one of the largest medical groups in the United States.
J. Alan Cates
J. Alan Cates, retired Chief of California’s Fraud Prevention Bureau, is a founding member of FPI, serving as a Consulting Fraud Prevention Specialist. Commissioned by California’s Governor to implement the State’s first Fraud Prevention Bureau, Mr. Cates has testified before Congress and been profiled on CBS “60 Minutes” relative to Health Care Fraud and is one of America’s recognized authorities in fraud prevention and eradication. His experience spans 30 years, including six years detailed to the Federal Bureau of Investigation (FBI) as an Outside Agency Expert. Mr. Cates is the Chairman of the Board for the Fraud Prevention Institute, a Certified Fraud Examiner, and State Licensed Investigator.
Ed O’Donnell
Ed O’Donnell, retired FBI Special Agent, is a founding member of FPI, serving as a Consulting Specialist. Mr. O’Donnell is a graduate of Columbia University, School of Pharmaceutical Sciences. He spent ten years as a licensed pharmacist in both retail and hospital settings prior to becoming a Special Agent for the FBI. Mr. O’Donnell is a Licensed Private Investigator and member of the Society of Former Special Agents, MENSA, INTERTEL, TRIPLE NINE and the International Society for Philosophical Enquiry.
