The Fraud Prevention Institute (FPI) Board of Directors in a unique combination of experienced healthcare and law enforcement executives, with the common goal of preventing fraud and identity theft in public commerce.

FPI’s board of directors includes:

Carlo Michelotti
Carlo Michelotti retired as the Chief Executive Officer for the California Pharmacists Association in 2004. Mr. Michelotti has over 40 years of experience in pharmacy, and spent a large part of his career with the California Department of Health Services overseeing Medi-Cal programs. He also spent nine years as the owner of a community pharmacy in Stockton. He received a Masters of Public Health, Public Health Administration and Planning from the University of California, Berkeley and a Bachelor of Science, Pharmacy / Pharmacy Administration from the University of the Pacific, Stockton.

David Breslow
David Breslow, Pharm.D., is the CEO of United Pharmacists Network, Inc. (UPNI) Dr. Breslow has 34 years of experience in pharmacy, which has included practice in a variety of venues including community pharmacy, long term care, home health care, corporate management, hospital pharmacy, and management consulting. He received a Bachelors of Science from Occidental College and a Doctoral of Pharmacy from the University of Southern California, School of Pharmacy.

Ed O’Donnell
Ed O’Donnell is retired FBI Special Agent, with 20-years experience in fraud prevention. Mr. O’Donnell is a graduate of Columbia University, School of Pharmaceutical Sciences. He has ten years experience as a licensed pharmacist in both retail and hospital settings.

James D. Ferguson
Jim Ferguson has over 30 years experience as an Audit Manager for the State Controller’s Office where he supervised audit detection and documentation of hundreds of millions of dollars in provider health care fraud by organized criminals found stealing from the State’s Medi-Cal Program for the poor.

Robert Cervantes
Robert Cervantes is the Manager of the Curriculum Leadership Office for the State of California. He has over 20 years experience in education and curriculum development. Dr. Cervantes has a Ph.D. in Educational Psychology from Union Graduate School & University, as well as a Masters of Arts and Bachelor of Arts in Social Sciences from the California State University- San Jose. He was also a Ph.D. candidate in Social Psychology at the University of California, Santa Cruz.
